With rosemary, "layering" works better. Take a young branch and bend it, lightly scuff the under side of the stem where it touches the ground,’ remove leaves from that section (about 4") and cover with soil, and perhaps a small rock. Leave it alone for several weeks, then check to see if it’s rooted! You can do several at the same time.
Lavender, bend a short branch and break off the main stem with a bit of "heel" and try rooting those, rather than cutting them off! You can use rooting compound on the ends to aide growth
